I don't know, maybe you can do a north and south division that don't interplay, both have their own trophies. The Grey Cup in the North, and the Rock Cup for the South, however teams can trade back and forth. Maybe each team has an out of division neutral site game, some three down and some four down. Have a neutral site king of king game between the Winner of the North and the south, and the higher ranked team can decide on three or four down ball as a reward for rocking it.

I don't know. But I think this could be more about capital investment in the CFL then anything else.
