For someone who is so reluctant to give the GM any credit this comes as no surprise, but your "sense" is also off.
In 2016 when the Flames hired Gulutzan, Sutter was still coaching in LA. Sutter announced his retirement from coaching on June 20, 2018—just two months after the Flames hired Bill Peters. It is anyone's guess as to how available he was to return in the in-between time.
