I doubt he would ever actively try to usurp a GM, but Sutter undoubtedly has the ear of the ownership. I would not be surprised if part of the decision to bring him in was to evaluate the organizational structure for the owners. His opinion will matter to the owners and I have no doubts they are going to ask him his opinion on a lot of things.
What will be telling is the type of transactions that happen in the next year. When Sutter was working under Button, there were some transactions that you just knew had Darryl's fingerprints all over them.
I don't have any reason to think that Treliving feels he is above Sutter's council when it comes to these things. Good teams tend to have GMs and coaches that act more like partners rather than being siloed in their roles.
