I think it is likely that this ws a decision made in close consultation with ownership, but I don't believe for a second that Sutter was hired by anyone but Treliving.
By default any head coach is hired by the General Manager. However, Brad Treliving, despite any and all options, settled or decided on Geoff Ward as his head coach only months ago.

Rumours going back had ownership in favor of Sutter. Yes, those are rumours and speculation. In that time they have had Gulutzan, Peters, and Ward. And, if pressed for resume and tenure, there has been Boudreau, Gallant, Laviolette, etc. during that time.

I agree that there was no stupid conspiracy regarding coups and whatnot, and I'm hesitant to say ownership was adverse to hiring a premium dollar coach. I argue that it seems clear, from his hiring pattern, that Treliving was given autonomy and committed to hiring within his own vision of the team...which I think we can agree has been an ongoing flaw and failure. This is outside what we have seen Treliving operating.

If anything, given Treliving's record I expected a Huska promotion and/or general restructuring or re-arrangement with the current staff. Buying time or shifting pieces around.

Hiring Darryl Sutter, out of all people, was completely out of left field for me. It's not a shock a change was made. It's the specific hiring of Sutter that blows me away. This is so out of style for Treliving, which leads me to induce this was a call made above or beyond from Treliving.

No problem being wrong, just an educated observation.
