It needs to be illegal. Animal feces a huge reason zoonotic diseases make the jump to humans. We have been living with a pandemic for over a year now because of a zoonotic disease caused from unsanitary practices involving animals.
I am willing to bet there is a correlation between life expectancy and a population of people living around animal poo. One dog might not make a huge difference, but it's like littering. If you let people get away with it, it can eventually become a hazard.
