Yes, sort of. If you had a wallet specific for a set amount you could give someone the public and private key for that Bitcoin address. It would be kind of like putting money in an envelope and giving it to someone. The problem is that person can’t open the envelope to see how much is in there without internet so they’d have to trust you.
They’d also have to trust that even if there was an amount on that address that you didn’t move it out of there before they do. Because you probably still have the private key yourself.
