IMO Burke is responsible for the big picture mandate failure of this rebuild (running before we could walk, just like he did in TOR). Since then it's been throwing good money after bad.
I think there have been plenty of opportunities to re-tool...one could argue that BT has tried to a certain extent, though certainly not a sufficient alteration of the core for me. Maybe ownership tied his hands on that, though it's hard to say whether BT has ever had the 'intellectual honesty' to see that kind of change was necessary.
