I think most people got "confused" by the first bolded part (below)...when you do a skimming read, it gives you the impression that the rate went up from 5 bucks to $20:
Starting June 1, the Calgary Airport Authority will raise its improvement fee by $5 to $20 for domestic and international flights. The charge for trips to Edmonton, Lethbridge, Medicine Hat and Lloydminster will rise $5 to $15 a ticket.
But if you have to stop and read it the first part is $15 to $20. same with the 2nd bolded part (from $10 to $15). Its right, but the way that it is written I could see causing some confusion... (not fotze, but the article).
