The problem right now is there's no such thing as a QB middle class. Once a guy reaches the end of his rookie deal he's either good enough to extend, at which point he's given top 10 QB money even if he isn't a top 10 QB; and if he isn't good enough for a new deal with his drafting team he's pretty much into backup territory because it makes more financial sense to go with a rookie. Goff is a perfect example. Goff at his current contract is abysmal. Goff at $17-20 million per year? If I had a good system to protect Goff's flaws I'd be happy with that contract. But the choice now is basically down to poverty rookie QB wages or $30 million+ per year. There still hasn't been a reset to the market since Flacco broke the market, and QB desperation is only getting worse.
