This is just the same taxi squad/roster flip flop many teams are doing with high paid unclaimables. The fact it took them this long with how tight they are to the cap is pretty dumb and imo yet another sign that this team is beholden to the whims of its high paid players and afraid to upset the Apple cart... Apple cart of suck.
