Tokyo should just push it another year to 2022 rather than outright cancelling it. They've put down too much money to just cancel it just cause. Two years break between summers, and doing it the same year as winters, is fine.
China should be globally pressured by major countries by boycotting to send a message, but I don't think this is getting that much attention in the mainstream media for countries to make that big of a move that will piss off China. It sucks, but the politics and economic recourse will likely keep all major countries quiet on this front instead of taking a stand.
