The only way that this works is if the the 'rule' is true, and she can not bring people back to life. Vision is an anomaly because he is synthetic. What Wanda can do, is create a bridge between worlds in the multiverse, and that means X-Man Quicksilver can walk through and become part of the MCU. She unconsciously found a way to bring him back, and from Darcy's perspective, recast him.

Accidently, Fox and Disney created a bridge between universes with a shared character. This could not have worked out better.

The other interesting part is that Quicksilver seemed to think that Wanda was his sister. Maybe this is part of the Wandavision illusion, but if he were just ripped out of the X-men Singer Universe, he would have no idea who Wanda was, as she didn't exist there. Although, I guess we didn't get any confirmation that Wanda wasn't in that universe either. Maybe she was, but just off screen.
