The fact they're all masked up (including with surgical masks, not just face-hiding masks) indicates they're not the crazies, and their identifications says 'police', and at least on the guy on the far left, the label just above the identifier appears to say 'NY' and then another word I can't read.
edit: That patch with the horse and band looks like US Army Cavalry Division, and the rank insignias are consistent with US Army. Not sure what's up with the police identifier unless that's some sort of identifier issued by the police.
