If his agent had him a) holding on the obvious contract and b) staying home until it was signed ... hence the late arrival and needing to quarantine then it was a big misstep.
If it was just a travel snafu then it's just bad luck and you go from there.
But yeah it's not retribution.
It's a team trying to get decisions made as soon as possible in a compact camp.
