A lot of them, tacitly. Even the mayors of the cities in which it was taking place. I mean, Trump didn't openly tell people to commit terrorism, either - he just made the right kind of noises to signal that it was okay by him if they did something extreme because they felt they were being wronged. He even repeatedly said to "keep things peaceful". So did a lot of Democrats last spring. If you see clips of buildings on fire, and the next clip is Tom Perez talking about how the "protests" are giving voice to deep seated inequalities in society, the message is not "I'm against what's happening". For those who didn't shrug it off, the message was often, "I don't condone violence, but I completely understand why this is happening because we've suffered with racism and inequality for too long", which, fair enough, but it's certainly not a message that's going to dissuade the people doing it.
Biden certainly came out with some strong condemnations, but not until later on.
