I don't know if you've watched the video of her getting shot, but it's pretty obvious why she got shot where others didn't. Officers were guarding the Speaker's Lobby; if you get through that door you're essentially right at the House Chamber . The officers had piled up a bunch of furniture to barricade the door, but this woman broke the glass and was climbing through. At that point this was basically the last line of defense before people got into the House Chamber so they shot her. And they likely would've shot anyone else that tried to do the same.
If it was a different situation (not protecting hundreds of government officials, officers/officials not cornered, etc.) then it would probably be harder to justify. But as it happened, it's hard to feel sorry for this person at all. These people broke into the center of government of the most powerful nation in the world, smashed through doors and windows to move towards where the House and Senate were in session, and advanced on armed officers. I'm honestly shocked that more people didn't get shot.
