That’s not a thing.

The idea that a pardon is an admission of guilt is certainly disputed by legal scholars.

The relevant cases are Bardick vs United States and Wilson vs United States

People take this one line and run with it like it has meaning as a global concept along with Ford as using it to justify his pardoning of Nixon. The statement in Burdick was not binding precedent it was a dicta discussing the difference between immunity and a Pardon and outside of losing the ability to plead the fifth has no real meaning.

Now there are certainly legal scholars that would argue that Burdick does mean it’s an admission of guilt but it certainly isn’t settled.
