Was she not also formerly a Police Officer? She knew the score. She had to know what was going to happen if you charge a Cop in the process of breaking into a Government building at the head of a Mob.
I would like to think that there were alternatives, but realistically you've got a protestor charging you, there really isnt an opportunity to de-escalate the situation because theres hundreds more right behind her.
