Listening to the surprise in the voices of the various journalists covering this, I can only think: where have you been the last 4 years?
If anything, I'm amazed it's taken this long for something like this to happen, and it's still not yet on the scale I would have considered likely. How someone who actually covered the news all this time could be taken by surprise here is beyond me.
From a policing standpoint, this is a disaster. The whole trick is to keep people out. Once they're in, you're basically stuck in a hostage situation. Even if you can clear the building of people, how can you ensure nothing's been planted in it. How long will that take?
The only saving grace right now is that it's happening in broad daylight, not at nightfall. But if the building is still occupied when it gets dark, things are really going to descend quickly.
