This is a good analysis. The “swooping moves” are not just skating IMO, and I think you’ve analyzed it well. There’s an element of strength, fitness or motor there.
No reason to believe he can’t improve in these areas. Hell Rasmus was Homer Simpson his first two NHL camps.
To me Tkachuk’s skating is a little different. He’s not a great skater, but seems he has no problem with quick starts and cuts.
