I'm still not sure why Pittsburgh gave Edmonton anything for his rights. He was already 4 years past his draft, so he should have been able to sign with the Pens without condition.

The only thing I can think of is that because he didn't declare his intention to leave college prior to June 1, he would have had to wait 30 days from the day he declared his intention to become a UFA and either he or the Pens didn't want to wait the 30 days and potentially have the other side lose interest.

That would explain why the Pens paid a lot less than the Rangers did for Fox's rights. Carolina owned Fox's rights for another year and he could only sign elsewhere with a trade. With Marino, the Penguins were only buying an extra 30 days of exclusivity with the player.
