In terms of why they are used, its generally to bury policies that would otherwise be controversial to try to pass on their own.
Is the opposition really going to bring down the government on the budget because of "x"? Worse yet, the governing party can say that the opposition is holding up valuable bills (like Covid relief?) while leaving out the fact that some distasteful policies are tacked on the end.
Governing parties love them, special interests love them.
Another flaw of democracy.
The more time goes on, I think the benevolent dictator is the way to go. I mean we kinda are there anyway so why not make it official?
