A B550 is going to be good enough for the majority of people. But you can see the differences for yourself in plain English here:

As for the video card, I feel like the GTX 1660 is pretty much the right card for the money. A used GTX 1070 will command more money without much of a gain in performance over the standard card, and even then falls behind a GTX 1660 Ti in performance most of the time.
