Before Trump said anything, Fauci was already saying that there was potential for the vaccine to be distributed widespread by January 2021. While Trump was saying before the end of the year, a lot experts were saying that was a possibility if everything went well but cautioned that there could be set backs. Many noted that even if the vaccine was developed by the end of the year the next challenge would be making sure there was the proper distribution system in place - sterile needles, proper refrigeration etc. while noting that clinical trials would need to be reduced by their respective governments - which was the case.
Instead Trump was doing what Trump does....talking out of his ass based on probably half paying attention to a briefing from Fauci and only listening to what he wanted to hear and then repeating that to his base as though it was an uncontested truth. Keep in mind that the longer this went on and the more he diverged from the talking points that Fauci was already saying to the American people the more nonsensical and wrong his assertions became.
It's especially important to realize that the vaccines that Trump was banking on, the one he was thinking he would have 300 million Americans be given by January via project Warpspeed was the AstraZeneca vaccine, not Pfizer or Moderna. So he pretty much got lucky that the horses he didn't bet on had a better race to make his half-truths somewhat right. But it's not like you can even give him part marks for his cheating because:

Unless you think the USA is going get another 98 million doses done in the next 4 days, you can see how wrong he has been.
