As I asked that other fellow...who decides who stays and who goes and by what criteria? For fairness,
everyone using the ice for any reason was asked to leave the ice. He refused. So if he refuses to leave the ice and the other 39 people are all like "WTF, why are we leaving and not him?" then they go back on the ice...the problem starts all over again.
So technically, no...until everyone is off the ice, the police are not 'successful in completing their mission'.
If he really wanted to game the system...he should have left the ice when the Bylaw officer asked. Gone over to his car with his buddies and very, very slowly started taking off his gear. When everyone's off the ice and the Bylaw officer leaves in 5 minutes because they are busy AF right now, they just go back on. In this scenario, all they 'lose' are the 5-10 minutes it takes to clear the ice.
