What you say would be true if they ever challenged a call that a skater was improperly ruled offside. But that never happens and most of the time a skate in the air will be inconclusive. It's also a reason that offside challenges in general have always bugged me. They can only ever take away goals, and never give back a chance that was wrongfully taken away.
