It was the individual not listening to the officer once he was getting a ticket. At that point he was in violation of a very reasonable law that has been upheld by the Supreme Court.
I agree with you that the police escalating the level of force was not the beat idea and waiting it out may have been better but once Ocean refused to identify himself he compels the officers to arrest him.
Also Covid does not have a 99.97% survival rate, it is a disease that has currently killed .03% of the worlds population (likely more as not all areas test all dead)

Ok. His resistance was non violent and he was questioning them about the arrest and they were getting frustrated very quick in my opinion.
And the .03% mortality rate (which makes it 99.97% survival rate if my math is right) isnt completely covid related but also due to underlying medical conditions.
Just saying.. im sure this kid sees it this way and hes very frustrated. He wanted a real explanation from the officers why he couldnt play hockey outside.
