I take your point and understand the confusion and frustration. But, the reason the malls are so full is that people are not acting responsibly. When groups of people go to the malls and ODRs and families' houses and friends' houses then the rate of infection goes up. The issue is not the lack of enforcement or some possible confusion about the rules, it is about self-entitled people not caring that they are contributing to the continued spread of the virus.

The only reaction to this is enhanced restrictions. The government has tried to walk a tightrope (Which must be hard considering they are all wearing f'ing clown shoes most of the time) to find a path that will keep the economy rolling without crushing our hospitals. However, the people with issues keep making bad choices and the circle continues. If people stopped making bad choices then the government would not have to make those choices for them.
