Seems to me, and i may be wrong, everyone at the rink that day was doing nothing more than getting their exercise and mental health fixes in....as you point out is the whole idea.

Have you read the account of what happened? It wasn't a bunch of random people out trying to get a little exercise. There were upwards of 40 people on the ice, of which a large majority were engaged in a game.
