Its a community rink, supposedly open to anyone from that community. Who decides which 10 people are allowed? If it gets to 11 people, do the police still respond?
This whole thing can be blamed on city, provincial and federal officials for the convoluted and asinine arbitrary numbers associated with the different rules/bylaws they have come out with.
The guy in the video botched his response, no question, but all this stuff happening could so easily be avoided with clear common sense regulations.

The article said 40 people were playing hockey together.
I got the impression that 40 people wouldn't randomly have shown up with their hockey stuff and decided to play together.
Even if by some odd chance it was for the most part random, they should have all known they shouldn't all be there together.
