Nintendo got pretty burned on the GameCube, so they have been very careful since then not overcomitting to production. It's a pretty tough balance to get right at launch. You don't want to have to idle factories if you end up with a dud. For instance, had they looked at the success of the Wii, then planned the WiiU production based on Wii demand they would have been in a world of hurt. I don't really blame them when they get this wrong.
