I don't mind Fett returning because its almost like a apology for giving him a doofus death in ROTJ.
Palpatine was a complete dofus in ROS. And I really wish they hadn't bought him back and ruined him.
But even Filoni won't ever be able to fix Phasma. He tried in Resistance and then threw in the towel on that project.
