Depends on the kid. My oldest started getting interested in games right when he turned 3 but it was pretty slow at first. When he was 3.5 he really got into it with Mario Odyssey. We've only really got to do meaningful co-op gaming since he turned 5 though.
My middle child is 3.5 and has very passing interest in games, more interested in toys and shows.
I'd say something like Sackboy is well beyond the capabilities of a 3 year old since it takes place in a 3D space and utilizes pretty much the whole controller, and does have some consequences for failure. At that age I'd stick to 2D games that are very simple and don't punish the player at all.
