Exit doors must open in the direction of the exit, so that people trying to leave the building don't get crushed against a door that opens in the opposite direction.

The egress from that rooftop patio is down the stairs, so the door opens into the stairwell, just as it would on any of the lower floors. In the event of a fire you don't evacuate people to the roof.
