Probably a more effective cheating strategy would be to have congress not accept electors from enough states to get Biden below 270. Republicans would raise official objections to the results from several states on the basis of apparent widespread voter fraud, and then if they were successful those votes would be thrown out. After that happens there's a "contingent election" where the House votes in the new president, with one vote per state. Republicans would have the majority there and could re-elect Trump.

However, I think both the House and the Senate have to agree to any objections in order to remove electoral votes, so Biden would be safe given that the Democrats still control the House.

Kind of far-fetched, but if Trump riles up Republican voters enough to think the election was stolen, who knows what kind of constitutional crisis can happen. You have to think there's a reason that major Republican party figures are beating this drum, even if they realize that Trump is done.
