It's not the Parties that Chooses the Electoral Voters It's the States government themselves.

Bill Clinton was an Electoral voter in 2016 for New York he had to cast his vote for Donald Trump.
I guess the whole idea confuses me. Why even have multiple people, or people at all being part of the process... they might as well just assign the votes by default. Is it just some kind of vestigial tradition?
