I just don't think the party in power has had much effect on the severity of Covid outbreaks in the world - especially in federal systems where health care is a provincial/state mandate.

Look at European countries ranked by fatalities per capita. If you can see anything that correlates to the political alignment of the government party, do share your insight. Is the fact Belgium tops the ranking due the gross incompetence of the government of [checks notes] Alexander de Croo? Spain has higher covid mortality than the U.S, and it's governed federally by the Spanish Socialist Workers' Party. Hungary has among the lowest rates in Europe, and it's governed by right-wing strongman Orban.

Or look at the U.S. fatality rates by state. Four Democratic strongholds top the list.

There really isn't any rhyme or reason politically to the severity of covid outbreaks.
