That's actually kind of an interesting question.
For the run-of-the-mill appointees - the Ben Carsons or Betsy Devoses of the world - it's a simple matter of removing them from their posts.
For Trump operatives however - the Rudy Giulianis and junior Trumps - I wouldn't be surprised if the FBI and intelligence agencies have been sitting on evidence of criminal activity, which has been suppressed, withheld, or ignored under the Trump administration, but which will come to light when Biden takes office.
For those types, I wouldn't be the least bit surprised to see criminal charges further down the line. So many of their contemporaries have already been prosecuted notwithstanding the Trump administration being in power, it's hard to imagine there won't be any future prosecutions when Trump and his cronies are out of office.
