When the entirety of the framework exists, and the outcomes from that framework exist - that it bore the intended fruit, it is easy to say that the engagement happened. What is funny is that the digging didn't go deep enough and Mueller suggested that the Trump team was not competent enough to make it happen, which it clearly did. The entire intelligence community confirmed this. If this were not the case, why would an individual also commit obstruction of justice to prevent someone from clearing their "good name?" Because they are guilty.
