I'd say no.

-There is a lag in reporting ballets have arrived.

-This isn't a representative sample but the US hovers around 58% participation, they are already at 64% returned.

-For many voters the mail in ballot can be a backup option, and they are still able to vote in person.

Generally the early numbers are an indication of very very high turn out this year. 2 states already have more votes this year then that had 4 years ago.
