Probably not a reason for concern. Every election, there are millions of people who request ballots, and then end up choosing either to vote in person or not to vote. Requesting or automatically being sent a mail-in ballot doesn't preclude you from voting in person.

I don't know how this number compares to most years, but I assume that with a lot of states sending out automatic absentee ballots, that number would be way higher this year.
