I can't help but think that the investigations and impeachment didn't help the Democrats. Although there were some damning details found, the inability to try him with charges just ended up making it look like a win for Trump. It may, or may not have, won him votes, but it seemed to at least make his supporters more entrenched and may have convinced some people that the "witch hunt" claims were true. People who support him, and some who were on the fence, really believe that if there was something substantial there, he would have been charged.
I saw the same thing with Trudeau here. There was a certain segment of society that hated him before he ever took office (hell, from the day his birth was announced) and went out of their way to find whatever they could. They looked for year book photos, talked to anyone who ever met him. That really turned me off from the other parties for a while as I hate those sideshows. It's like they had people employed to do nothing but dig up dirt from the past.
On the flip side of that, since then, there have been some reasonable criticisms against him based on recent events, but after a failed "witch hunt", many people stop taking criticisms seriously.
The moral of the story is, if you want to take someone down, you better make sure you do.
