This is actually a Provincial project so they would be the ones to sit down and hammer it out. With the city's current transport plan and weak planning policy the building of this ring road would be a huge mistake, you kind of alluded to the reason in your post (the bound of capacity). Solving traffic congestion by adding to the road capacity is not the way to go.
