So far it's only false for this one game, and yes it is possible this could be an issue for some games moving forward.
But as for having to optimize for two specs, this is nothing new. PC Games have always had minimum and recommended settings so this isn't any different. If you want the best possible experience, spend the money in the best system.
If you can only afford the Series S, then it looks like it will be similar to those people who can only afford a PC that can run games at minimum requirements. A sub par way of playing, but hey at least you are still playing right?
Especially if want to pay Elder Scrolls 6 but don't want to shell out the full cost of the series x
