The Flames right now are basically at the max cap assuming you count the signing of their current players.
They sign Dubinsky and put him on LTIR, they would be allowed to be over their cap by the amount of his cap, which gives the, zero room to sign anyone.
If they were $1M under the cap at the time they add Dubinsky, they would still have zero room now.
You don’t seem to realize that Dubinsky’s cap goes against the cap.
