I guess it comes down to price paid to acquire his rights. Say he garners a 6th round pick. They can wine and dine him and try to convince him that their offer is the best one out there. Especially if he’s representing himself. When he hits the open market he’s not the biggest fish and there’s a risk he may not get the money he expects.
