I think Marine 1 and its escorts might actually be cheaper, but even if it isn't it's definitely easier to organize.

What most people don't know is when the President moves it is a massive event from a security and intelligence perspective. Air space is closed. Satellites and communication channels are co opted. Local law enforcement is on high alert and adds extra bodies to the support provided by the Secret Service. It is a big ####ing deal when the President decides he wants to go for a drive around the block. It's a bigger deal when he's in the air. None of it is cheap, and is extremely disruptive.
