If he's the player that everyone seems to think he is, then the valuation will just be more expensive next year if he has another good season.

Plus they weren't really competing with any of the other main EPL teams this year, maybe next year they have City, Chelsea, Liverpool, involved in bidding as well.

If they were willing to offer £91.3m, why not just step it up to the £100M threshold to close the deal. Dortmund aren't some small team you are going to push over, they are a CL team themselves and they can easily just keep Sancho if nobody meets the asking price.
