In 2009, the Leafs were fined when Wilson said they would love to get the Sedins in Toronto. But yeah, considering how often you hear about these things, the frequency of fines, and the dollar amount itself, are not big deterrents.
I think if you nix everything that can be considered tampering, you would pretty much very few rumours, as most rumours tend to be leaks from management to the media. And rumours are a good source of press to keep fans interested.

2. Players to ex-players
3. Team management to media
