From how everything was presented, it seems unclear if this was ever an option, but IMO all of the red roads would be better off changing from 50 to 40. Most people will go ~45, and that would be fine.

Most of the orange roads could be 30 or 40...it doesn't really matter...people will drive somewhere in that range based on the road itself.
